Submit Manuscript

The University of Pennsylvania Journal of Constitutional Law is currently accepting submissions for Volume 29. We invite scholars, practitioners, and advocates to submit manuscripts that contribute to advancing the discourse on constitutional law, theory, and practice.

The Journal of Constitutional Law serves as a platform for critical and interdisciplinary scholarship on constitutional law and related fields. In past issues, we have published manuscripts on structural constitutionalism, civil rights, federalism, constitutional interpretation, and emerging issues in constitutional law. We are accepting submissions from February 13, 2026 – March 31, 2026.

General Requirements
Submission Method: We strongly encourage authors to submit their manuscripts through Scholastica. However, if submitting through Scholastica poses a burden, we also accept submissions via email at conlaw@law.upenn.edu. No preference will be given to either method of submission.

Required Documents: Please submit your manuscript, as a Word Document, along with a current CV. All footnotes must comply with The Bluebook: A Uniform System of Citation (22nd ed. 2025). Articles should not exceed 30,000 words, including footnotes.

Special Requirements for Empirical Submissions:
If your manuscript contains empirical analysis, please ensure that you:
• Provide a detailed description of your methodology.
• Clearly explain how your data was collected.
• Include a statement of Institutional Review Board (IRB) approval, if applicable.
• Submit any necessary information that would allow independent verification of your findings and conclusions.

To expedite the editorial process and to facilitate uniformity of presentations, authors should prepare their submissions in accordance with conventions outlined below

Manuscripts. The language of publication is English. Authors are requested to provide double-spaced, completed manuscripts with one-inch margins. Text should appear on one side of the paper and all pages should be numbered consecutively. All unpublished manuscripts are the property of the Journal and will not be returned to the author.

Cover Letter. Authors should include with their manuscripts a cover letter summarizing their submission and a curriculum vitae.

References and Footnotes. Complete bibliographical information, including dates, should be provided for all works referred to in the text. Footnotes should, as much as possible, be limited to citation material. If possible, footnotes with internal citations should be cross-referenced. Citations must conform to The Bluebook: A Uniform System of Citation (21st ed. 2020). Because all citations must be verifiable by the editors, all sources must be readily available in the United States or must be sent by the author upon acceptance of the manuscript for publication.

Tables and Graphics. Tables, diagrams, drawings, graphs, and other illustrations should be in electronic form. If an electronic form is not available, they should be reproducible originals presented on separate sheets in a large size. In the manuscript text, authors should refer to tables and graphics by number.

Electronic Final Copy. If an offer of publication is extended, the author will be requested to submit the article in its most current form by in Microsoft Word format.
